I think that your tank bag is not made for your bike. But, if you want to keep the bag a handlebar raiser may solve the problem or a fine regulation of handlebar`s inclination

I dont know what tools do you have at home but you could block somehow one of the front brakes at a time an see if the pulse is related to one of them or not

My F800GS 2017 manual says e10 which is 10% max ethanol content. I have been using gas with 25% ethanol because is the only gas available around here. The bike runs fine
